Shaft is a loyal subject. Everyone else may be having their petty squabbles, there may be an abundance of in-fighting. And yet Shaft will continue to work to ensure Dracula's eventual return. Just because the Dark Lord's powers were stolen, that doesn't mean he's without hope.
Of course, part of him plan (I'd assume) hinges upon stealing that power from Darkmoon, and if he was successful in casting it, he'd be stealing power from the wrong Darkmoon.
