Well, he is a fleaman. And not even an armored one. They just aren't very strong.
Now, to be fair to Igor, the classic Igor from the original Castlevania was invincible. I could have gone that route, and it was tempting just for consistency with the series. But, I already have an effectively invincible character, Bucky, and it didn't seem right to have a second one.
Plus, he's a villain. If he's invincible, he can't be defeated. And, really, what's the point of that?

Well, if you can’t kill something, bind, banish, or imprison it. Works for wizards, though it’s not necessarily any less difficult than actually beating down a supernatural creature to begin with. Ask Harry Dresden. He’s in the Chicago Yellow Pages under ‘Wizards’. Obviously Alec can’t do that, of course, but maybe Angel can do him a solid.
