Mega Man X was the first, fully sentient robot. The original Mega Man still has to follow his programming. To do otherwise would have consequences (logically). In this case, technically, he'd have to give blowjobs if that were, indeed, in his programming.
Something tells me it wasn't, and that really was Roll's true purpose. Dr. Light looks like he'd be a dirty old man. He has dirty old man beard (even if Dr. Wily does rock a better pair of "creepy uncle eyes").
