Maria probably has as good a claim to the whip as any. She is a Belmont relative (at least in later versions of continuity) so presumably the blood required to wield the whip flows through her veins at least a little. And she's an actual part of continuity, unlike Hanz who is basically an invention for this comic.
I'm so proud of that, really. Hanz, The Rival, is forever ruined.
