Really, if you think about it, it makes sense for Shredder to enact laws dealing with Turtles. He clearly knows he's in the past (although, really, I don't think it'd take a genius to figure that out after a few minutes of walking), so why not make his life in the future easier, potential paradoxes be damned!
The two advisers are from "Chrono Trigger", FYI, although here they're different characters than in that game. I tend to have to do that a lot in the comic. I have to evaluate what characters I can reuse from other games and respect their back story, and what character I can reuse without worrying about it because they're generic enough to not matter.
In this case, I plainly went with the later.
